It could possibly be your new starter has a faulty ground, I had the same issue with my 94 ranger. Put in a new starter & wouldn't even try turning over until I figured out it had a bad connection on the ground.

Electrical problem with the cables there are just two 3 cables to check on one of them passing low amperage.
