Yes it can. The fuse location is dependent on your year. For instance if you have a 2004 Ranger, check fuse 27 under the hood. And fuses 10, 27, and 28 inside (passenger side kick panel).It could also be caused by a faulty TCCM(transfer case control modul) or transfer case motor. There are some other causes including vacuum lines that I wouldn't be able to speak to, but I would start with the electrical system i mentioned above
